The new members of the NEOCA board were elected by the Association membership as the 2008-2009 Officers of the National Educational Opportunity Centers Association. The election of officers was held during the business meeting of the 2008 Annual NEOCA Conference held in Washington, D.C. on September 16, 2008

Lee Ann Clark

Lee Ann Clark is currently the Associate Director for LEARN, Inc., which is a community-based non-profit organization which operates both Educational Opportunity Center and Educational Talent Search programs in Lubbock, Texas.

Lee Ann has been with TRiO for fourteen years, nine of those with EOC. She holds a bachelor's degree in education from Angelo State University and a master's degree in public administration from Troy State University, European Region.

The joy of Lee Ann's life is her daughter, Hailey.

Kyle Ethelbah

Kyle Ethelbah is currently the Director for Adult Educational Services (AES) with the Center for Academic Enrichment and Outreach at the University of Nevada Las Vegas. AES is nationally known as an Educational Opportunity  Center (EOC) and serves to assist low income and first generation adults (19 years old and up) to gain access to higher education.

Kyle previously served as the Vice President and Secretary of the NEOCA. He has presented at numerous national, state, and regional conferences and was recently appointed to serve on the State of Nevada Task Force on American Indian Education, a gubernatorial oversight committee aimed at increasing access to education for Nevada's American Indian communities. Kyle is a member of the White Mountain Apache Tribe from Whiteriver, Arizona.
