Biographies of all officers:

Tom Rowland, NEOCA President, has served as the Project Director of the Commonwealth Educational Opportunity Center at Morehead State University since 2005. Tom worked in Oklahoma as a Counselor (3 1/2 years) for the EOC program at East Central and as the Assistant Director (5 ½ years) of the Veterans Upward Bound program at East Central. He earned an Associate’s Degree in Marketing from Eastern Oklahoma State College, a Bachelor of Arts Degree in Human Resources-Counseling from East Central University and a Master of Science Degree in Human Resources-Administration from East Central University. Tom was a first generation, low-income student. He currently serves as the state President for Kentucky and on the Board of the SAEOPP Region. Tom has served NEOCA as a Past Vice President and as Vice President for Kentucky.  

Will Amos, NEOCA Vice President, served 11 years active duty in the U.S. Air Force and served the last 11 years as an Air Force Reservist. He has a Master of Science in management, a Bachelor of Science in Management and an Associate of Science in business, all from Southern Wesleyan University. In addition, he has an Associate of Arts Information from the Community College of the Air Force. Will has been an EOC Education Specialist since 2005 and was promoted to Project Director in January 2011.

Stephanie M. Cruz, NEOCA Secretary, has served as the Associate Director of  Rhode Island Educational Opportunity Center (RIEOC) since 1998. She worked at a Coordinator/Counselor at RIEO from, 1989 to 1998. Stephanie earned her Bachelor of Science in Business Administration at the University of Rhode Island (URI). She then earned her Masters of Public Administration, URI the primary responsibility  of the Secretary is to attend board meetings and to record and distribute the minutes. As an undergraduate student, she was a low-income/first-generation student and has served in numerous positions with the New England Educational Opportunity Association (NEOA) and the Rhode Island Educational Association (RIEOA).

Maxine G Hudgins, NEOCA Treasurer, has served as a Counselor of Wayne State University TRiO Educational Opportunity Center since 2003. Maxine earned an Associate’s of Arts Degree from Chemeketa Community College, a Bachelor of Science in Social Work Degree from Portland State University and a Master in Social Work (Children, Youth and Family) from Wayne State University. She is a Licensed Master Social Worker (L.M.S.W.) and holds the Academy of Certified Social Worker (A.C.S.W.) credential. She was a first generation, low-income student who is a TRiO Alumnus from Portland State University TRiO Student Support Services/EOP. In addition, she currently serves as a Field Instructor for the Wayne State University School of Social Work; Treasurer for the Wayne State University Social Work Alumni Association; and Advisor for the Black Student Union.
